{"id":10842,"date":"2023-10-30T01:51:44","date_gmt":"2023-10-30T01:51:44","guid":{"rendered":"https:\/\/shareperformanceinsight.com\/index.php\/2023\/10\/30\/un-warns-civil-order-declining-in-gaza-as-thousands-take-basics-from-warehouses\/"},"modified":"2023-10-30T01:51:44","modified_gmt":"2023-10-30T01:51:44","slug":"un-warns-civil-order-declining-in-gaza-as-thousands-take-basics-from-warehouses","status":"publish","type":"post","link":"https:\/\/shareperformanceinsight.com\/index.php\/2023\/10\/30\/un-warns-civil-order-declining-in-gaza-as-thousands-take-basics-from-warehouses\/","title":{"rendered":"UN warns \u2018civil order\u2019 declining in Gaza as thousands take basics from warehouses"},"content":{"rendered":"<p class=\"paragraph inline-placeholder\">      <strong>\ufeff<\/strong>The United Nations warned Sunday there are signs \u201ccivil order is starting to break down\u201d in Gaza, reporting that thousands of desperate Palestinians are taking basic items like flour and hygiene\u00a0supplies from warehouses as Israel stepped up its operation in the territory.  <\/p>\n<p class=\"paragraph inline-placeholder\">      At a news conference, UN Secretary-General Antonio Guterres said the situation in Gaza was \u201cgrowing more desperate by the hours.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      Already dire conditions in Gaza cratered after telecommunications lines went down on Friday evening \u2013 deepening challenges for medical services and leaving aid agencies out of touch with their staff on the ground in the densely populated territory that\u2019s home to more than 2 million people.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The United Nations World Food Program (WFP) also acknowledged that some of its\u00a0aid\u00a0supplies\u00a0were taken, warning of \u201cgrowing hunger.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      \u201cThis is a sign of people losing hope and becoming more desperate by the minute. They are hungry, isolated, and have been suffering violence and immense distress for three weeks,\u201d said Samer AbdelJaber, WFP Representative and country director for Palestine.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Some 94 aid trucks have entered Gaza via the Rafah crossing with Egypt so far, according to the Palestinian Red Crescent, after 10 trucks containing food and medical supplies entered the enclave on Sunday.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Israel Defense Forces (IDF) spokesperson Rear Adm. Daniel Hagari said in a\u00a0video posted on Sunday to the group\u2019s official social media that \u201chumanitarian efforts to Gaza, led by Egypt and the United States will be expanding\u201d on Monday, without providing further details.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The Israeli military has denied shortages of food, water or medicine in Gaza, despite a growing chorus of aid agencies releasing dire warnings about shortages. The UN has said that a humanitarian ceasefire could facilitate the \u201cnecessary massive scale up\u201d in delivery of much-needed aid to people in the territory.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The taking of supplies \u201cis a worrying sign that civil order is starting to break down after three weeks of war and a tight siege on Gaza. People are scared, frustrated and desperate,\u201d said Thomas White, director of affairs in Gaza for the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).  <\/p>\n<p class=\"paragraph inline-placeholder\">      White said mass displacement of people from northern Gaza to the south was putting huge pressure on communities and already crumbling public services. \u201cThe needs of the communities are immense, if only for basic survival, while the aid we receive is meager and inconsistent,\u201d he said.  <\/p>\n<p class=\"paragraph inline-placeholder\">      This pressure may ramp up as the Israeli military said Sunday it was \u201cincreasing the urgency\u201d of its calls for people in northern Gaza to flee south, a day after Prime Minister Benjamin Netanyahu said\u00a0Israel had launched the \u201csecond stage\u201d of its war against Hamas.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The UN and humanitarian groups have criticized calls to move southwards, pointing to the challenges of moving within Gaza while it is under attack.  <\/p>\n<p class=\"paragraph inline-placeholder\">      It\u2019s unclear how widely\u00a0Gazans received the call to move south, as communications severed across much of the territory since Friday night were only partially restored as of Sunday morning, according to two service providers and a monitoring group.  <\/p>\n<h2 class=\"subheader\">    Israel expands ground operation<\/h2>\n<p class=\"paragraph inline-placeholder\">      Hamas\u2019 October 7 attack, which sparked the latest conflict, killed more than 1,400 people in Israel, most of them civilians, according to the IDF. Following the attack, Israel ordered a \u201ccomplete siege\u201d of Gaza and declared war.  <\/p>\n<p class=\"paragraph inline-placeholder\">      At least 7,950 Palestinians have since been killed and more than 20,000 others injured in Israeli airstrikes, according to the latest figures released by the Palestinian Ministry of Health in Ramallah\ufeff, which draws from sources in the Hamas-controlled enclave.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Israel says it wants to destroy Hamas and rescue the more than 200 hostages that the militant group captured during the\u00a0October 7 attack. But more than 2 million Palestinians are caught in their line of fire.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Israeli officials on Saturday confirmed a significant expansion of what it had described as \u201ctargeted raids\u201d in Gaza earlier in the week, saying ground forces had entered the territory overnight Friday. On Sunday, Hagari said the operation will continue to intensify.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The troops in the video, taken on Saturday, are seen putting an Israeli flag on a Gaza resort hotel\u2019s roof.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The video is one of the first glimpses into where Israeli ground forces have been and what they\u2019ve been doing during the expanded ground operation.  <\/p>\n<p class=\"paragraph inline-placeholder\">      In a statement Sunday, the IDF said it had struck more than 450 targets over the past day, including command centers, observation posts and missile launch sites.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Al Quds Hospital, the second largest in Gaza city has been warned by the Israeli military to \u201cimmediately evacuate\u201d ahead of a possible bombardment, according to the Palestine Red Crescent Society (PRCS). World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus called the evacuation threats to Al Quds Hospital \u201cdeeply concerning.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      \u201cIt\u2019s impossible to evacuate hospitals full of patients without endangering their lives,\u201d he said in a post on social media Sunday, adding: \u201cUnder International Humanitarian Law, healthcare must always be protected.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      The PRCS said Sunday that Israeli airstrikes have already caused \u201cextensive damage\u201d to the hospital and exposed patients and residents to \u201csuffocation.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      The organization added that the\u00a0hospital is currently treating hundreds of patients, including wounded people, patients in intensive care and children in incubators. In addition, approximately 12,000 internally displaced civilians are sheltering at the hospital, PRCS said.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Khan said this includes \u201cevery decision maker, from head of government, to military advisors, to lawyers that have targeting-making decisions,\u201d and warned that denying humanitarian assistance to civilians is a crime.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The ICC is an independent organization that has jurisdiction over genocide, crimes against humanity and war crimes. Even though Israel is not party to the ICC\u2019s authority, since it is a UN member state the UN Security Council can still refer Israel\u2019s actions to the ICC.  <\/p>\n<h2 class=\"subheader\">    Hostage negotiations continue<\/h2>\n<p class=\"paragraph inline-placeholder\">      In a Saturday statement, the UN said a ceasefire could facilitate the release of Israeli hostages held in Gaza.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Israel is still working to determine exactly how many people are being held hostage in Gaza, but the IDF said Saturday they had notified the families of 230 people believed to currently be captive there.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The Israeli government has been under public pressure to ensure the safety of the hostages amid its escalating campaign against Hamas, with senior officials portraying the intensifying campaign as part of a strategy to secure their release.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Yahya Al-Sinwar, the chief of Hamas in the Gaza Strip, said Saturday the group was ready to initiate a comprehensive prisoner swap to release all hostages held by his group in exchange for the estimated 6,630 Palestinians in Israeli prisons \u2014 a proposition that could be hugely controversial in Israel.  <\/p>\n<p class=\"paragraph inline-placeholder\">      In a Saturday news conference, families of\u00a0hostages said they told Netanyahu they would accept this type of deal, which would secure the immediate release of all\u00a0hostages.  <\/p>\n<p class=\"paragraph inline-placeholder\">      \u201cWe clarified to the Prime Minister that an immediate exchange of everyone for everyone is a deal the families would consider and one that has broad support from all of Israel,\u201d family representatives said in a statement. \u201cBring everyone home now.\u201d  <\/p>\n<h2 class=\"subheader\">    \u2018Serious implications\u2019 for regional peace<\/h2>\n<p class=\"paragraph inline-placeholder\">      In the wake of the ramped up Israeli operations in Gaza, Saudi Arabia, Egypt and Iran have each warned of destabilization in regional security if Israel continues its<strong> <\/strong>ground operations.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Saudi Arabia \u201ccondemns and denounces any ground incursions\u201d by Israeli forces into Gaza due to the impact on civilians, the country\u2019s foreign ministry wrote in a Saturday statement.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Israeli military action \u201cagainst (Saudi Arabia\u2019s) brotherly Palestinian People\u201d would have \u201cserious implications on the stability of the area and the international and regional peace and security,\u201d the statement said.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Egyptian President Abdel Fattah Al-Sisi warned on Saturday that the Middle East \u201cwill become a ticking time bomb\u201d and that the \u201cexpansion of the conflict\u201d was not in the region\u2019s interest.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Iranian President Ebrahim Raisi said on Sunday that Israel had \u201ccrossed the red lines\u201d in Gaza, which \u201cmay force everyone to take action.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      \u201cWashington asks us to not do anything, but they keep giving widespread support to Israel,\u201d Raisi said in a post on X.  <\/p>\n<p class=\"paragraph inline-placeholder\">      On Sunday, Qatar\u2019s Prime Minister and Minister of Foreign Affairs, Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, said he had spoken to Iran\u2019s Foreign Minister Hossein Amir-Abdollahian.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Al Thani said he stressed the need for an \u201cimmediate ceasefire\u201d and highlighted \u201cthe risk of a spill over of violence and the conflict cycle in the region, which would have dire consequences,\u201d he said on X.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Palestinian Authority President Mahmoud Abbas called on the leaders of Arab nations to convene an emergency Arab League summit in response to Israel\u2019s operation in Gaza, according to a speech delivered from Ramallah in the occupied West Bank on Saturday.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Citing the UN resolution calling for a humanitarian truce, Abbas said Israel responded \u201cwith more bombing and destruction.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      Earlier this month, the United States vetoed a draft resolution at the UNSC which called for a humanitarian pause.  <\/p>\n<p class=\"paragraph
