{"id":14756,"date":"2024-01-28T12:54:38","date_gmt":"2024-01-28T12:54:38","guid":{"rendered":"https:\/\/shareperformanceinsight.com\/index.php\/2024\/01\/28\/kenya-court-blocks-deployment-of-police-officers-to-haiti\/"},"modified":"2024-01-28T12:54:38","modified_gmt":"2024-01-28T12:54:38","slug":"kenya-court-blocks-deployment-of-police-officers-to-haiti","status":"publish","type":"post","link":"https:\/\/shareperformanceinsight.com\/index.php\/2024\/01\/28\/kenya-court-blocks-deployment-of-police-officers-to-haiti\/","title":{"rendered":"Kenya\u00a0court blocks deployment of police officers to Haiti"},"content":{"rendered":"<div>\n<p class=\"paragraph inline-placeholder\">      A judge in\u00a0Kenya\u00a0has barred the East African nation from deploying 1,000 police officers to Haiti to lead a UN-backed multinational force to restore security in the Caribbean nation.  <\/p>\n<p class=\"paragraph inline-placeholder\">      High Court judge Chacha Mwita ruled on Friday that President William Ruto and his National Security Council do not have the authority to send police officers to Haiti or any other country under\u00a0Kenyan law.<br \/>He added that the long-delayed deployment under a deal financed by the United States \u201ccontravenes the constitution and the law and is therefore unconstitutional, illegal and invalid.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      In October, the State Department pledged $100 million to support a multinational force in Haiti after the UN Security Council voted to approve it to quell gang violence in the island nation.\u00a0Kenya\u00a0volunteered to lead it and got necessary approvals from its cabinet and parliament.  <\/p>\n<p class=\"paragraph inline-placeholder\">      But\u00a0Kenyan politician Ekuru Aukot led a legal challenge to the planned in deployment in court, terming it unconstitutional. The high court ruling agreed with him.  <\/p>\n<p class=\"paragraph inline-placeholder\">      \u201cThere\u2019s no reciprocal arrangement between\u00a0Kenya\u00a0and Haiti and there can be no legitimate deployment of police officers to Haiti,\u201d Judge Mwita said when he read his ruling in Nairobi.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The ruling poses a potential setback for Kenya\u2019s peacekeeping mission to the Caribbean nation having previously supported similar initiatives by the UN and the African Union.  <\/p>\n<p class=\"paragraph inline-placeholder\">      It is not immediately clear whether the Kenyan government would appeal the ruling or the extent to which the domestic legal battle could complicate the deployment of the multinational force to Haiti, which it spearheads alongside Haiti\u2019s neighbors \u2013\u00a0Antigua and Barbuda, the Bahamas, and Jamaica.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Kenya\u2019s\u00a0UN representative\u00a0Martin Kimani told the Security Council Thursday that his country \u201chas made substantial progress \u2026 including taking legal, administrative steps\u201d in its preparation for the Haiti mission and was awaiting the outomce of today\u2019s ruling.
