James Moylan of Guam warned that the territory is being \u2018infiltrated\u2019 by an influx of illegal Chinese migrants, and told Fox News Digital he is seeking aid from the Biden administration to combat the matter and protect the island \u2013 something that he says is critical for the United States\u2019 deterrence efforts against the Chinese Communist Party.<\/p>\n<p class=\"speakable\">Moylan, a Republican, is the delegate from Guam. He was elected in 2022 as the island territory\u2019s non-voting U.S. congressional delegate.<\/p>\n<p>Moylan told Fox News Digital that, for years, Guam has been \u2018infiltrated by droves of illegal Chinese migrants embarking on our shores.\u2019<\/p>\n<p>The majority of the \u2018illegal Chinese aliens coming are often from the Northern Mariana Islands,\u2019 he said.<\/p>\n<p>Moylan warned that the Chinese are working to \u2018steal into the environment.\u2019<\/p>\n<p>\u2018It\u2019s a great threat,\u2019 he said, pointing to the possibility that the Chinese on the islands could be working to gather intelligence on behalf of the CCP in Guam and around the U.S. military bases on the island.<\/p>\n<p>Moylan pointed to reports\u00a0from just last month, revealing a boat captain and three others were charged with transporting Chinese nationals illegally to Guam. Also last month, the U.S. Coast Guard rescued six Chinese nationals on a sinking boat just north of the island. Moylan also pointed to a report that in June, more than two dozen Chinese nationals came to Guam by boat.\u00a0<\/p>\n<p>But Moylan told Fox News Digital that Guam\u2019s local government is limited in the action it can take, as it is a \u2018federal issue,\u2019 but told Fox News Digital the territory is not receiving the help needed from the Biden administration.<\/p>\n<p>Last month, Moylan attempted to reach U.S. Immigration and Customs Enforcement related to \u2018concerns on PRC migrants entering Guam illegally.\u2019\u00a0<\/p>\n<p>\u2018With the rising tensions of the PRC within the Indo-Pacific region, where Guam\u2019s proximity plays an integral role, it is concerning that PRC Nationals are entering the island through such precarious routes,\u2019 Moylan warned in a letter to ICE last month. \u2018While we are certain that some are here to find a means to earn an income through under the radar jobs, there are still the risks at play with bad actors coming to the table with other intentions.\u2019\u00a0<\/p>\n<p>Moylan requested that ICE investigate the matter and take \u2018action,\u2019 specifically related to drug trafficking to the territory. Moylan cited the recent discovery of 60 pounds of cocaine found on a Guam beach.<\/p>\n<p>Moylan told Fox News Digital that he has yet to receive a response from ICE.<\/p>\n<p>ICE did not immediately respond to Fox News Digital\u2019s request for comment.<\/p>\n<p>Moylan also told Fox News Digital that Guam has experienced hacking of malware on the island from the Chinese Communist Party.\u00a0<\/p>\n<p>FBI Director Christopher Wray warned lawmakers on Capitol Hill Wednesday that Chinese\u00a0hackers are preparing to \u2018wreak havoc and cause real-world harm to American citizens and communities.\u2019\u00a0<\/p>\n<p>Moylan said the CCP has \u2018made attempts on Guam with our military services,\u2019 and have \u2018hacked into our communications.\u2019\u00a0<\/p>\n<p>\u2018They\u2019re continuously trying to work their way in,\u2019 Moylan told Fox News Digital.\u00a0<\/p>\n<p>But Moylan said because Guam is the \u2018most western U.S. soil there is,\u2019 there is \u2018so much investment\u2019 into the island and \u2018the protection of Guam and the defense of the nation.\u2019\u00a0<\/p>\n<p>\u2018So when we have these attacks ongoing, it\u2019s very scary,\u2019 he said. \u2018And I knew what I know, we\u2019re doing what we can to protect, but the attention needs to be really put back on Guam to protect our U.S. citizens there, to protect our military there as well.\u2019\u00a0<\/p>\n<p>He added that Wray\u2019s warning to Congress on CCP hacking was \u2018so important\u2019 because it \u2018really, already is happening on our territory.\u2019\u00a0<\/p>\n<p>Guam is the westernmost U.S. territory in the Indo-Pacific region and home to approximately 170,000 U.S. citizens. The Department of Defense owns approximately a quarter of the land on Guam and has a military force of nearly 7,000 active-duty service members on the island.<\/p>\n<p>Guam hosts Naval Base Guam, the Navy\u2019s only submarine base in the western Pacific, as well as Anderson Air Force Base \u2013 a large air base that is able to host U.S. strategic bombers and fighters.<\/p>\n<p>But Guam is significantly closer to Beijing than it is to Hawaii, and is within range of nuclear-capable missiles owned by the People\u2019s Republic of China and North Korea.<\/p>\n<p>U.S. officials have warned that China has spent decades developing both short- and intermediate-range missiles that can target Guam.<\/p>\n<p>Moylan warned of Chinese missiles like the DF-26 IRBM, which has an estimated range of 1,000 to 3,000 km. The range would put Guam in reach. The missile has been dubbed the \u2018Guam Killer,\u2019 Moylan said.<\/p>\n<p>\u2018This is where America\u2019s day begins \u2013 we\u2019re on the other side of the dateline. The sun rises first on Guam,\u2019 Moylan told Fox News Digital. \u2018If things are going to happen, China is looking at us.\u2019<\/p>\n<p>Moylan explained that \u2018every war game scenario that is played out involves Guam because of our location.\u2019<\/p>\n<p>\u2018We have to protect the island, and we can and Congress has done a really great job at that,\u2019 Moylan said.<\/p>\n<p>Moylan said he is feeling bipartisan support in Congress, and pointed to the bipartisan congressional delegations from the House Armed Services Committee that visited Guam.\u00a0<\/p>\n<p>Moylan said there is an emphasis on the attention to the island to ensure the United States and Guam are \u2018strong enough to deter the Communist Chinese Party and the interest they have with our fellow nations that are involved like Japan, the Philippines, and Taiwan.\u2019\u00a0<\/p>\n<p>Moylan also touted the National Defense Authorization Act of 2024, which authorized funding to support military infrastructure and a missile defense system for Guam.<\/p>\n<p>\u2018We know what our aggressors have \u2013 what the CCP has \u2013 and we need to defeat that,\u2019 Moylan said. \u2018If Guam is able to defeat their attacks on the island, which we hope doesn\u2019t happen, because we\u2019re all about deterrence, but if it does, we can destroy that element before it hits Guam.\u2019<\/p>\n<p>Moylan stressed that Guam, due to its location, will show China \u2018the strength of the nation.\u2019<\/p>\n<p>\u2018That\u2019s why it is so important for us to have this buildup happening,\u2019 he said.<\/p>\n<p>Moylan told Fox News Digital that Guam, strategically, is \u2018so important\u2019 to the United States\u2019 national security.<\/p>\n<p>\u2018We need to focus on the protection of the people, the protection of our military forces,\u2019 Moylan said. \u2018We need to show the strength of the nation and to maintain the essential operation bases and the peace within the Indo-Pacific.\u2019<\/p>\n\n<div>This post appeared first on FOX NEWS<\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Rep.
