In the report\u2019s preface, President Biden\u2019s Secretary of State Antony\u00a0Blinken addressed the human rights concerns with the war between Israel and terrorist group Hamas prior to either Iran or the Taliban in Afghanistan.\u00a0<\/p>\n
\u2018The conflict between Israel and Hamas in Gaza continues to raise deeply troubling concerns for human rights,\u2019 Blinken wrote.\u00a0<\/p>\n
He explained that the U.S. has \u2018made clear\u2019 that Israel needs to follow international law \u2018and take every feasible precaution to protect civilians.\u2019 Blinken emphasized that the department is still \u2018urgently\u2019 raising concerns about civilian deaths in Gaza during the war.<\/p>\n
The U.S. also \u2018repeatedly\u2019 brought up concerns about humanitarian aid access in Gaza, civilian displacement and \u2018unprecedented\u2019 journalist deaths, the report noted.\u00a0<\/p>\n
Israel was mentioned before the Biden administration\u2019s State Department addressed \u2018ongoing and brutal human rights abuses in Iran\u2019 or \u2018the Taliban\u2019s systemic mistreatment of and discrimination against Afghanistan\u2019s women and girls.\u2019\u00a0<\/p>\n
The Jewish state was featured after only Russia\u2019s civilian violence in Ukraine and \u2018mass killings\u2019 and \u2018rape\u2019 perpetrated by the Sudanese Armed Forces and Rapid Support Forces.\u00a0<\/p>\n
Hamas terrorists are mentioned in the same paragraph, with the U.S. condemning Hamas\u2019 Oct. 7 attack on Israel, which, it noted, \u2018included appalling abuses, including gender-based violence and sexual violence.\u2019\u00a0<\/p>\n
After noting the urgent concern over Israel\u2019s civilian precautions, Blinken added, \u2018We have repeatedly condemned Hamas\u2019 abhorrent misuse of civilians and civilian infrastructure as human shields.\u2019\u00a0<\/p>\n
\u2018Hamas\u2019 horrific attacks on Israel on Oct. 7 last year, and the devastating loss of civilian life in Gaza as Israel exercises a right to ensure that those attacks never happen again, have also raised deeply troubling human rights concerns,\u2019 Blinken reiterated at a press conference following the report\u2019s unveiling.\u00a0<\/p>\n
A State Department official told Fox News Digital that the report\u2019s discussion of issues globally is not a ranking of countries that compares them to one another.\u00a0<\/p>\n
