{"id":8745,"date":"2023-09-18T13:47:36","date_gmt":"2023-09-18T13:47:36","guid":{"rendered":"https:\/\/shareperformanceinsight.com\/index.php\/2023\/09\/18\/uk-government-under-pressure-to-take-tougher-line-on-china-amid-spying-allegations\/"},"modified":"2023-09-18T13:47:36","modified_gmt":"2023-09-18T13:47:36","slug":"uk-government-under-pressure-to-take-tougher-line-on-china-amid-spying-allegations","status":"publish","type":"post","link":"https:\/\/shareperformanceinsight.com\/index.php\/2023\/09\/18\/uk-government-under-pressure-to-take-tougher-line-on-china-amid-spying-allegations\/","title":{"rendered":"UK government under pressure to take tougher line on China amid spying allegations"},"content":{"rendered":"<p class=\"paragraph inline-placeholder\">      The arrest of a British parliamentary researcher\u00a0on suspicion of spying for China has reignited a fierce debate about the future of the United Kingdom\u2019s relationship with Beijing.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The firestorm erupted over the weekend, when London\u2019s Sunday Times newspaper reported the researcher was arrested alongside another man earlier this year under the UK\u2019s Official Secrets act.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Prime Minister Rishi Sunak said he raised \u201cvery strong concerns\u201d about potential Chinese interference in Britain\u2019s democracy during\u00a0a meeting with\u00a0Chinese Premier\u00a0Li Qiang\u00a0at the G20\u00a0in the Indian capital New Delhi last\u00a0weekend. The Chinese\u00a0Embassy in London denied the spying accusations,\u00a0describing them\u00a0as \u201ccompletely fabricated\u201d and \u201cnothing but malicious slander.\u201d  <\/p>\n<p class=\"paragraph inline-placeholder\">      The arrested researcher, who has not been named by most media organizations, has released a statement via lawyers proclaiming his innocence.\u00a0London\u2019s Metropolitan Police said both men were being investigated by counter-terrorism police and had been released on bail until October.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Though the investigation remains ongoing, the episode has sparked calls from a number of high-profile lawmakers in the ruling Conservative Party for the government to take a harder line on China.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Sunak\u2019s predecessor Liz Truss called for the government to formally designate China as a threat to the UK. She was joined by former Conservative leader Iain Duncan Smith, as well as a number of other senior party members.  <\/p>\n<p class=\"paragraph inline-placeholder\">      UK\u2019s Deputy Prime Minister Oliver Dowden said on Monday that there was a \u201cstrong case\u201d to officially designate China as a greater security risk than it is at present, though there is no clear indication the government intends to\u00a0do so\u00a0any time soon.  <\/p>\n<p class=\"paragraph inline-placeholder\">      This view is not shared entirely across the party \u2013 least of all in the government. Despite Sunak\u2019s condemnation of the alleged\u00a0espionage, his spokesperson has strongly indicated that it wouldn\u2019t affect immediate diplomatic relations \u2013 including whether or not China would be invited to Britain\u2019s artificial intelligence summit in November.\u00a0  <\/p>\n<p class=\"paragraph inline-placeholder\">      The government\u2019s official position on China is\u00a0complicated.\u00a0 As Foreign Secretary James Cleverly outlined earlier this year, Britain\u2019s approach\u00a0is three-pronged.\u00a0  <\/p>\n<p class=\"paragraph inline-placeholder\">      \u201cFirst, we will strengthen our national security protections wherever Beijing\u2019s actions pose a threat to our people or our prosperity;\u00a0second, the UK will deepen our cooperation and strengthen our alignment with our friends and partners in the Indo-Pacific and across the world;\u00a0and the third pillar of our policy is to engage directly with China, bilaterally and multilaterally, to preserve and create open, constructive and stable relations, reflecting China\u2019s global importance,\u201d\u00a0Cleverly said in April, several months before his August visit to Beijing \u2013 the first by a UK foreign secretary to China in more than five years.  <\/p>\n<h2 class=\"subheader\">    Under the radar <\/h2>\n<p class=\"paragraph inline-placeholder\">      But back to the question at hand: should the events of the past few days affect the UK\u2019s official policy?  <\/p>\n<p class=\"paragraph inline-placeholder\">      The British government is also well aware of the fact that China \u2014 along with many other countries,\u00a0both\u00a0allies and adversaries \u2014 engages\u00a0in espionage.\u00a0Officials\u00a0monitor it, they expect more of it and they raise the issue directly.  <\/p>\n<p class=\"paragraph inline-placeholder\">      This was reflected over the summer when parliament\u2019s Intelligence and Security Committee released a report outlining in detail its view that China was seeing to target and influence people in the UK\u2019s political system.  <\/p>\n<p class=\"paragraph inline-placeholder\">      And while allegations against the researcher are serious ones for the police to investigate, it is not entirely surprising that something like this could have taken place in Parliament, or any other official building.\u00a0  <\/p>\n<p class=\"paragraph inline-placeholder\">      Parliament screens people who are issued passes though a system designed to\u00a0block\u00a0individuals who \u201cmay be susceptible to pressure or improper influences,\u201d \u201chave shown dishonesty or lack of integrity which throws doubt upon their reliability,\u201d or \u201chave\u00a0demonstrated behavior or are subject to circumstances which may otherwise indicate unreliability,\u201d according to\u00a0its\u00a0website  <\/p>\n<p class=\"paragraph inline-placeholder\">      On paper, that might look as though it should cover anyone who is alleged to have been spying on the UK. In practice, the screening procedures\u00a0are \u201cnot always going to catch people who are determined to mislead,\u201d said former British National\u00a0Security Adviser\u00a0Peter Ricketts.  <\/p>\n<p class=\"paragraph inline-placeholder\">      In other words, the allegations against this person are serious, of course, but they are also not necessarily what one might imagine when hearing the word spy. If this were true, it is plausible it could have been sufficiently low-level and under the radar that security agencies\u00a0failed to\u00a0pick it up.\u00a0  <\/p>\n<h2 class=\"subheader\">    No policy change<\/h2>\n<p class=\"paragraph inline-placeholder\">      The culture of politics in the UK also makes it a target for people who might want to carry out spying activities.  <\/p>\n<p class=\"paragraph inline-placeholder\">      Networking is easy for those with a parliamentary pass; not only are there multiple bars in parliament, open late and serving subsidized alcohol, pass holders can also bring guests onto the estate. It is very common to see young guests of ambitious politicos enjoying a drink on\u00a0the\u00a0terrace\u00a0overlooking the River Thames, gossiping and taking in\u00a0the\u00a0impressive neo-Gothic surroundings. It is a\u00a0seductive environment for the driven, some of whom are less street smart than others.\u00a0  <\/p>\n<p class=\"paragraph inline-placeholder\">      Despite the arrests,\u00a0observers believe it is unlikely there will be a sea-change in the UK government\u2019s policy on China.  <\/p>\n<p class=\"paragraph inline-placeholder\">      There are few at any senior level of politics who seriously believe that a more hostile approach to China is going to be beneficial to the UK in the long run.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The UK has been on a journey over the past few years in its approach to China. As recently as 2015, people at the top of the British government were talking about a \u201cgolden\u00a0era\u201d in UK-China relations.\u00a0  <\/p>\n<p class=\"paragraph inline-placeholder\">      Beijing\u2019s\u00a0security crackdown in Hong Kong, aggression in the South China Sea, threats to Taiwan,\u00a0alleged\u00a0human rights abuses of Uyghur Muslims, support for Russia and, of course, allegations of espionage against Western countries have all contributed to\u00a0increased\u00a0hawkishness in Westminster.\u00a0  <\/p>\n<p class=\"paragraph inline-placeholder\">      The UK has subsequently shifted away from involving China in things like critical national infrastructure. However, it is recognized that simply cutting China off from the UK won\u2019t help in certain key areas.\u00a0  <\/p>\n<p class=\"paragraph inline-placeholder\">      For example, addressing the speed of climate change will be impossible unless China burns fewer fossil fuels. Diplomats and officials believe that disengagement with China would make that less likely.  <\/p>\n<p class=\"paragraph inline-placeholder\">      The allegations that China is spying on the UK, in the very heart of Britain\u2019s democracy, is of course a very real concern.\u00a0But it will not be a surprise to the government, which has baked it into British foreign policy.  <\/p>\n<p class=\"paragraph inline-placeholder\">      And right now, the UK certainly won\u2019t want to throw the baby out with the bathwater when it\u2019s already walking a precarious tightrope with a country the size\u00a0and power\u00a0of China.\u00a0  <\/p>\n\n<div>This post appeared first on cnn.com<\/div>","protected":false},"excerpt":{"rendered":"<p>The arrest of a British parliamentary researcher\u00a0on suspicion of spying for China has reignited a fierce debate about the future of the United Kingdom\u2019s relationship with Beijing.
